El Plan para Mejorar Venezuela

Goal 1: Hunger&Poverty
Hunger and poverty has become the number one political issue in Venezuela since day one of Chavez taking over. Chavez has focused more on putting an end to the poor but not poverty itself. As president of Venezuela I assure to improve hunger and poverty in Venezuela. I will create local organizations that will provide nutritional meals, help the unemployed seek a job, give a home to the homeless, give a monthly allowance to those Venezuelans who are 70 years or older, and lastly improve the food distribution infrastructure. I will work with  El Plan Nacional de Nutricion who will focus on guaranteeing the accessibility to the elements of a balanced diet and, other programs including Casa de Alimentacion that focus on free food distribution at locations that are economically depressed.

Goal 2: Universal Education
Universal Education over the last 11 years has achieved sustained growth in the number of students enrolled in primary education. This positive trend suffered a small set back during the first half of the 1990's, with a subsequent recovery thereafter. The basic education net enrollment rate jumped 6.5%, from 92.0% for the period 1999-2000 to 98.5% for the period 2001- 2002. As president I will promise a 5% increase in school participation per year. Developing proper nutritional services within schools will definitely play part in this achievement.  

Goal 3 Gender Equality:
Over the last 11 years, rate of women's participation in the labor force has increased and now surpasses 94.3%. Proud of Venezuela's achievement, I will continue to increase the participation of women in the labor force. I will work along Plan Nacional de Igualdad para las Mujeres to reduce social disadvantages faced by women.

Goal 4: Child Health and Goal 5: Maternal Health
Although Venezuela's government finances 100% of routine vaccines, only 80% of children 1 year old are immunized against measles and 83% against polio. It is essential to increase health services to boys and girls. I will assist Mision Barrio Adentro, which has as one of its goals to increase the rate of immunization to 95% through out the national territory. Venezuela needs awareness and I will assure Venezuelans know they can eneter any facility fearlessly. 

Goal 6: Combat HIV/AIDS
People living with HIV/AIDS in Venezuela for the year 2003 was 107,280. Between the years 1998-2004, 78% of women were unaware that condom use could prevent HIV infection. Providing universal free access to HIV/AIDS retroviral treatment will allow us to decrease the number of women unaware of the use of a condom. I will work with  Programa Nacional del VIH/SIDA to implement education of prevention. This is an issue that must be changed. An uneducated person, means an uneducated nation. 

Goal 7: Environmental Sustainability
87% of Venezuelans had access to potable water, up 19% from the 68% in 1990. Currently, the $60.7 million  Caracas Slum Upgrading Project (CAMEBA) works with FUNDACOMUN, a decentralized government agency, to improve the living conditions of selected slum barrios of the Caracas metropolitan area. It is important to be directed towards a more effective use of our environment. As president, I will rehabilitate access to public stairways, pedestrian walkways, and build sewerage collectors, retaining walls to prevent landslides, and community centers. 

Goal 8: Global Partnership
At this time the percentage of the population with access to medicines is unknown. What is known is that in order to achieve this goal of global partnership, Venezuela needs to participate in the creation of an adequate structure of a national pharmaceutical industry, strengthen regulatory systems in order to prevent price disparity on commercial pharmaceutical products, make sure that prescriptions are written for generic medicines, and most importantly to consider medicine availability as a matter of state security. Venezuela will work along with Cuba to improve this and I will make sure to stay updated with data and statistis of the accessibility to the things I have mentioned.
